FS#38 - Tax Categories
New Taxable categories.
Need to be able to couple with tax tables if need be.
Allow multiple tax groups add to one item
If discount is applied, apply discount proportionally to all items.
list all tax groups at bottom. allow user to determine name of tax group.
Allow additional "total" tax bump on delivery / stay in / items. some states apparently require that
